I don't think it's some sort of unit by the sound of it more like some sort of action (training event) and in russian it sounds like rubbish because words placed incorrectly more like "Специальные тактические учения"

And I dont't think any russian specops unit will place on it's logo skin from some computer game "Operation Flashpoint" or "CS"
